Clarification for the assessment graphs

The tables shows several columns:
#the absolute number of choices
% inc the percentage including people who did not make a choice
% exc the percentage excluding the people who did not make a choice
The average is rounded to one digit after the point, and excludes non-voters. The graphs show bars with the absolute number of people who made a certain choice. In the horizontal axis of the bar graphs the assessment is given:
?"no choice"
++ "Very High"
+ "High"
ok "Satisfactory"
- "Low"
-- "Very Low"
