Focus
The Mobility Programme focuses on maintaining and developing the scientific skills of highly trained Indonesian researchers through training and the exchange of scientific personnel. The Programme is carried out within the framework of formal agreements between the Netherlands Ministry of Education, Culture and Science (OCenW) and the Indonesian Ministry of Research and Technology (RISTEK). The Mobility Programme is independent of and supplementary to the existing Priority Programmes under the Scientific Programme Indonesia - Netherlands (SPIN) operated by the Royal Netherlands Academy of Arts and Sciences (KNAW).
<kbd>The Mobility Programme seeks to contribute to the maintenance and construction of existing and future scientific infrastructures in Indonesia in disciplines offering sufficient potential for successful Indonesian-Dutch cooperation. The Programme further aims to offer promising Indonesian researchers an opportunity to develop their potential, and seeks to stimulate cooperation between Dutch researchers and new and established top Indonesian researchers. Up to the end of 2004, the Ministry of Education, Culture and Science and KNAW have made available a maximum of 720,000 for the Mobility Programme.

<kbd>Applications

Applications may be submitted for:
Visits by young, highly trained Indonesian researchers, either individually or in small groups (maximum four persons) to a Dutch scientific institution for the purpose of advanced training in their particular field of science. The Indonesian researchers must hold a PhD degree and should preferably have postdoctoral research experience. The researchers will stay in the Netherlands for a training period of at least three and at most four months;
Individual visits by one or two senior Dutch researchers to Indonesian research institutions for the purpose of teaching courses and providing training in their own fields of science. The duration of the course or training must be between three and six weeks.
Applications may be submitted by tenured researchers from universities or research institutes in the Netherlands or Indonesia. Applications must always involve a Dutch and an Indonesian institute. Both institutes (applicant and counterparty) must support the subsidy application.
<kbd>Funded expenses and eligibility
</kbd>
Funding is available for:
Travel costs up to a maximum of 1,800 per visit per person, including intercontinental flight and local travel;
Accommodation and cost of living expenses in the host country up to a maximum of 1,800 per person per month ( 60 per day).
In exceptional cases, KNAW may decide to make a bench fee available for Dutch research institutions to cover the costs of the use of facilities by the Indonesian researchers during their stay. The need for a bench fee must be clearly substantiated and the costs must be kept as low as possible.
<kbd>Subsidies may be granted for training and exchange activities, standalone or within the framework of research projects financed from other sources, including the KNAW Scientific Programme Indonesia - Netherlands (SPIN), but only where the subsidies available from that source do not provide for these activities and the intended activities fall within the guidelines and objectives of the Mobility Programme. Expenses for new initiatives that are spin-offs of the present SPIN Priority Programmes and which conform to the objectives of the Mobility Programme are also eligible for subsidy.

<kbd>Subsidy availability and formal requirements

Subsidies under the Mobility Programme will be made available in three stages:
Up to 1 December 2002 a maximum of 144,000 will be available.
From 1 December 2002 an amount of 288,000 will become available.
From 1 December 2003 a further 288,000 will become available.

<kbd>Applications for grants under the Mobility Programme may be submitted throughout the year to KNAW until 1 December 2004, using the KNAW application form. Applications cannot be considered once the maximum amount of subsidy for a certain period has been exhausted. Within three months of submission of a proposal, KNAW will notify the applicant of whether the proposal has been approved or rejected. All activities under the Mobility Programme must be concluded before 31 December 2005. Each subsidy application must include the CVs of all participants and a signed letter of support from the counterparty. Following approval of an application, 50% of the subsidy will be released as an advance payment. The remaining funding will be made available following approval of the final report.
