Is it useful for current policy making in Europe to explore non-binding targets for reduction of emissions to the atmosphere for the year 2050, and if yes are appropriate tools available?
Currently in Europe emission targets are available for the year 2010 and new targets are being formulated for 2020 based on the RAINS/GAINS model. Both types of targets are binding. In fact emission targets for 2050 would require new information from European countries on projected activities and emerging emission reduction measures or technologies.
